Cumulative impact case study: The impact of peaceuilding work on the Aceh conflict

The signing of the Memorandum of Understanding between the Government of Indonesia (GoI) and the Free Aceh Movement (GAM) on August 15, 2005 marked an end to thirty years of violent conflict in the province. Now, more than three years after the signing of the MoU, Aceh has managed to avoid a return to violence, yet as many in Aceh report, there is no guarantee of peace, and many challenges remain as post-conflict peacebuilding continues. This case study was designed to assess the impact of various peacebuilding activities on the conflict in the Indonesian Province of Aceh. It is based on the results of interviews conducted with over 40 people in Aceh, Indonesia and Geneva, Switzerland in June and July 2008. Interviewees represented international, national and local stakeholders in the Aceh peace process and were comprised of donors, international organizations, national and provincial level government officials, local NGOs, ex-combatants from both the Free Aceh Movement (GAM) and local self-defense forces/militia, and student activists. It became clear early on in the interview process that perceptions regarding which activities have contributed to peace in Aceh were very different in the coastal areas than in the mountainous regions in the middle of the province. This has occurred largely due to the massive gap in resource allocation as over $7 billion in tsunami relief has been poured into the coastal areas, while little if any assistance has been provided to the conflict-affected center of the province that did not experience the tsunami.
