“Maintaining the Process?” is a CMI study of the aid that was given in support of transitional justice in post-conflict Rwanda and Guatemala between 1995 and 2005. The study maps the terrain of resource allocation, examines how donors followed up on their transitional-justice support, and explores the extent to which different actors and mechanisms complemented one another in the transitional-justice field. The study defines transitional justice broadly, including not only criminal courts, truth commissions and reparations but also “traditional” mechanisms as well as security-sector reform. Statistics from 15 donor agencies and qualitative information from 24 donor representatives was analysed.
