Land: Somaliland The report summarizes the research findings of the third and last phase
of the project "Local Capacities for Peace: Empowering a Somaliland
Peace Research NGO to Enhance Conflict Resolution Practices", which was
funded by the Institute for Foreign Cultural Relations (ifa) and the
Ministry of Foreign Affairs.
Urban conflicts over land are a growing problem in Somaliland. The
report documents the origins, problems and dynamics of urban land
conflicts against the background of increasing urbanisation, fragile
statehood and local clan tensions. Thereby, it focuses particularly on
administrative structures and the emerging land management system,
which, albeit being weak and unconsolidated, already contribute to the
clarification of land ownership and the mitigation of land-based
conflicts. Moreover, the report focuses on land tenure security of women
and marginalized (minority) groups, such as the Gabooye and immigrants
from southern Somalia and Ethiopia.
The project thus recommends to strengthen the capacities of local
administrative institutions, to expand and improve the existing land
management system and to increase land tenure security for women and
marginalized groups. Consequently, state institutions have to cooperate
with civil society organisations, in particular women groups, as well as
with traditional elders and the business community. An all-inclusive and
participatory process is needed in order to make sure that the future
Somaliland land management system is based on broad based societal
consensus and thus becomes effective. These findings, sure enough, may
be relevant beyond our case study and apply for similar environments.
